Lorraine Mulroney
Lorraine is currently the Head of SEND in NHS England and is deeply committed to strengthening joint working across education, health and care, collaborating closely with colleagues in the Department of Health and Social Care, the Department for Education and a wide range of national and local partners.
2025 marks Lorraine’s 34th year in the NHS. A graduate of the Nye Bevan NHS Executive Leadership Programme, she is proud to contribute to the health service and to champion improved outcomes for children, young people and families.
SEND has formed a central part of Lorraine’s work since June 2016, when she served as the National Senior Nurse for Children and Young People in NHS England. This followed a wide-ranging clinical career across hospital and community settings.
Before moving into her national role, Lorraine built her expertise in improvement and commissioning at both local and regional levels, shaping services and supporting system-wide development throughout her career.
