Muhammad Rizwan is the founder of eSENDplan, a UK SEND coordination platform built for the England SEND system, with Scotland and Wales to follow.

By profession he is a Microsoft-certified Solution Architect with over eight years delivering large-scale enterprise systems for major consultancies and public sector organisations. He holds an MBA and five Microsoft certifications and has spent his career on one problem in different forms: getting complex organisations to work from one shared, reliable record.

He came to SEND the hard way, as a parent navigating the system for his own family, holding together his child's support across a school, a local authority and health services, where the only join between them was his own inbox. eSENDplan is what happened when the architect and the parent turned out to be the same person: one place where a child's plans, provision and reviews are visible to schools, local authorities, professionals and parents alike.

The platform is built on the Children and Families Act 2014 and the SEND Code of Practice, with early identification and early intervention at its heart, so that needs are spotted and acted on before difficulties escalate. It is aligned with the proposed 2026 SEND framework, including Individual Support Plans and the tiered model of support, and launches publicly in 2027.
